Human response times don't vary very much around the mean. Pro athletes have an advantage in that they are better at anticipating what is going to happen next.
For example a batsman in cricket will read cues from the bowler's body language to determine what the delivery is likely to be. This has been shown in testing of elite cricketers with shutter goggles that blind them at the moment of the ball's release; they are largely still able to defend the delivery based on the information they've acquired up until that point. Among the best bowlers are those able to mask these cues, confusing the batsman.
Anyway the idea that pro gamers and athletes enjoy one quarter of the reaction time of an average human is pretty much nonsense.
I could see ISPs setting these up, or perhaps partnering with cloud gaming providers, to deal with distance-related latency by connecting their customers directly.

The back end of those systems however is a legacy of their age, so they don't pass around a lot of information and the network is often partitioned into small groups of sites with pre-determined coordination settings. My experience with signal control systems is limited though and I'd be surprised if there aren't more advanced systems outside my experience already in use.
I'm interested in the statement "For example, the system would detect that traffic on one section of road is slowing down or has stopped, and divert it to alternate routes to prevent the backfill causing gridlock." Are they suggesting that the system dynamically and forcibly changes drivers' route choices? How do you do that? The seppos aren't going to like that one.

The impression I get from the paper's abstract is that it's performing computations that aren't practical to verify with current conventional computing technology. It doesn't appear to be a conventional general purpose digital computer.
Well, yes, it's quite possible that the shockwave from a supernova several billion years ago compressed a cloud of gas and dust in just the right way that it went on to form the solar system, and therefore Earth. A supernova is certainly responsible for the formation of that dust.
But I think the fact they're just the manufacturer's specifications, rather than actual test results, is much more of an issue than the vertical scale not starting at zero. At least the values are shown on the axis.
Real hardware testing websites have covered Vertex 4 vs Vertex 3. For some workloads v4 is superior, for others it isn't.
There has long been a disparity between the classification system for "video games" and other forms of media in this country. The effect of an R18+ classification is that such things are no longer simply refused classification, and are now legal to buy.
Parental and retailer responsibility when it comes to the sale of R18+ content is a completely separate issue, and is no different for "video games" than it is for similarly classified books or movies.
