actually allowing swapping batteries for cars would quickly bring about ways for the sunsumer market on the best way to switch batteries !
if they feel it would be to unfair just limit the weight and size of batteries allowed with a minimum on the car weight and size e.g. no go karts with a battery tied on the back of it :D
