The goverment should empower registry offices to issue names on a rotation basis of just a handful of say 10 names. Since most of the parents giving their kids these names no doubt expect the state to bring up them up, why not.

3. "many kids leave mobile phones on overnight" -> As does the vast majority of the adult population. Who turns their phone off at night? Do you unplug your landline phone too?
